Whisk together flour, sugar, baking powder, salt, and fennel seeds in a bowl In a separate bowl, beat eggs, vanilla extract, and orange zest. Add egg mixture to dry ingredients, then mix in melted butter until a dough forms. Divide the dough, shape into logs on the baking sheet, Bake for 25-30 minutes until firm and golden.
